About E-Waste EPR
Extended Producer Responsibility (EPR) as its name the responsibility of a producer is extended till the end life of its products in which producer is liable for environmentally sound recycling/disposal of its products by complying with the norms of PCB.
Firstly the concept of EPR was introduced formally in Sweden and lately / later on in past few years India has also implemented the framework for e-waste and plastic waste EPR.
In which this has been made mandate for all the producers of such waste to ensure channelization of such waste to authorized recycling/disposal facilities for its proper handling and disposal.
EPR may consist of implementation of take back system , establishing collection centres or both of these along with having agreed arrangements with authorized recycling/disposal facilities either directly or collectively through producer responsibility organizations
Role & Responsibilities of PRO
PRO is a professional organisations who can manage or help the producers to achieve their EPR targets. PROs are authorised and financially backed up by producers to manage their legal obligations which consists (achieving collection targets setting up collection point implementing take backed or buy back systems and conducting the awareness programmes.
- Achieving collection targets by Establishment of collection mechanism such as door-to-door collection. (This may include setting up of collection godowns or operating through warehouses as per the guidelines issued by Central Pollution Control Board) Implementation of buyback/take back
- Logistics arrangements ensuring traceability of the e-waste collected and channelized. Disposal of processed waste & end of life e-waste. Ensuring Environmentally sound dismantling and recycling.
- Conducting awareness program among consumers/ bulk consumers/ producers for collection and channelization of waste.
- Helping producers in filing quarterly/annual returns as per the rules.
- Provide an extended producer’s responsibility plan as legally required
